This defines the civilian InfantryType that emerges from a destroyed building. You should ensure this is set to a valid infantry unit, and ensure that infantry unit is listed in the [InfantryTypes] list and is defined as per all other infantry units. This is normally set as an armed civilian and is normally the Technician himself (CTECH). This unit is usually spawned from structures which have a special function such as Radar=yes set.
