Can be set to 'yes' or 'no' and specifies that this is a special case overlay that acts as rubble from a destroyed building. There is only one OverlayType that uses this, RUBBLE_OVERLAY, as it acts as a placeholder for all of the rubble images which are a separate frame of the actual building SHP. This allows the overlay to occupy more than one tile and allow units to traverse it but does not allow building placement over it. This is a very crude version of the deformable terrain from Tiberian Sun as it acts in a similar tactical purpose (although its only used on Civilian structures).
