This flag defines a multiplier to damage all InfantryTypes receive from this Warhead while prone (at least in Yuri's Revenge, that means "after it has played its Down= sequence and before it has played Up= or Deploy= sequences afterwards"). It is a direct multiplier to Damage applied before the Verses has been calculated.

It is a global setting (in [General]) in RA1, and is a Warhead property in TS and later.
