In RA2/YR it allows entrance to a refinery but does not steal any money (that is achieved by using Agent set to "yes"). However when used with VehicleThief set to "yes" in RA2/YR it additionally gives the unit the full behaviour that in TS/FS was giving by using VehicleThief on its own.
