If you haven't noticed, setting AG=yes on AA only weapons allows them to target paratroopers. Unfortunately, LandTargeting will not prevent them from attacking terrain objects, like trees, rocks, and the sort. It would therefore allow them, to some degree, attack land units. The solution is to change AG=yes on the primary weapon back to AG=no, create a secondary weapon with a projectile with AA=yes and AG=yes, and a warhead which will only damage the infantry armors.
