If one weapon allows the unit to target ground units, then all weapons will try to target ground units, choosing only the one more formidable; since NeverUse=yes is set on the VirtualScanner2, the Primary will be chosen. This will also prevent them from targeting terrain objects and occasionally Robot Tanks up steep slopes. I tried explaining this to PPMSite about 2 years ago but was told AG=yes was better.
