-Likely because none of the screenies already shown have buildings selected. I know it causes said error in TS, I would assume Ra2 is no different, although selection bits are smaller in it.

I assume that when when you lost power or that trigger was fired that the building in question had either that tag that allows it to stay on or had a power consumption value of 0. which would make it stay on in either case.
