I saw that. It's incomplete (only deals with RA2/YR and part of RA1), so it's technically not a "CnC timeline", but rather a "RA2/YR timeline". Not to mention, RA1 allied win does not logically relate with RA2. Else Dugan's claim "I was the one who put you in office!" wouldn't make much sense - US was not mentioned in RA1, so how would it have influence over the selection of the new USSR's puppet dictator?
