However, if the [[BuildingType]] that provides the superweapon has {{f|Powered|yes|link}} set, then the superweapon will still be disabled/pause recharging during low power situations (as if the SuperWeaponType had {{f|IsPowered|yes|link}} set) (case in point: The Spy Plane superweapon is still powered in the unmodded game despite having {{f|IsPowered|false|link}} set, because the Radar Tower has {{f|Powered|yes|link}} set).

As far as I have seen, I'm pretty sure you're wrong. As long as you set IsPowered=no, the superweapon won't stop charging in low power even if its providing structure drains power and has Powered=yes.

Indeed you appear to be correct - I have just retested this. Apologies for the error, although I guarantee I have seen the Spy Plane pause mid-recharge whilst I was on low power in my own mod (despite not having changed any powered settings). This may have been a side-effect of some other change but I presently cannot replicate.
