This is what the unused ones are actually used by ingame, most do actually do something. Feel free to fill in any info I don't know.
- TibSunBug - Not used at all, uses the 'no can do' (NCD) kind of cursor (red circle with line through)
- AttackMoveTar - Uses a unique cursor that is a blend of the attack and move cursors, AFAIK it isn't used at all.

- Heal - Used when an infantry has a weapon that does negative damage to infantry, has the NCD style cursor.
- Tote - Used when an aircraft that has Carryall=yes set on it targets a friendly vehicle to attach to and carry. This also uses the NCD cursor
- TogglePower - Toggles power of a building on and off and is left over from TS. Can't recall what cursor it uses.

- DetonateAll - I think this was meant for the crazy ivan deploy feature that was planned and then scrapped. It was supposed to detonate all ivan bombs on the map at once.
