Determine whether the weapon is unable to fire while its user is moving.

Notes

This takes precedence over settings such as OpportunityFire=yes.

Some opinions suggest that setting this flag to 'no' only works under the conditions of BalloonHover=yes and using Locomotor={92612C46-F71F-11d1-AC9F-006008055BB5} (Jumpjet), but in reality, it can prevent vehicles from firing while moving even without meeting these two conditions.
