Logic related to Proximity, as a whole or in part, is obsolete in all games.
According to the rules(md).ini comment, this flag should make the projectile detonate as soon as it reaches the same cell as the target, not necessarily the target itself. However, while the flag is read, it has no logic tied to it, therefore it does nothing.
