Supposed to specify the direction that this VehicleType will face before it DeploysInto= a BuildingType. This should be set to a value between 0 and 7 inclusive, with that value representing compass facings in a clockwise direction (with 0 being North). Note that due to the isometric view used in Red Alert 2, North is actually North West as you look at the screen.
