Presumably, this flag would have defined the radar color for the tiles in this tile set to be displayed at lowest map height. For all heights in-between this and HighRadarColor, the game would calculate the color from a linear color gradient.
However, the low radar color attribute is encoded in the TMP files themselves. This allows for defining the radar color at cell level albeit making this flag obsolete in the process.
