Only for buildings with NeedsEngineer=yes to define the EVA event broadcasted when captured on each building.

This is hardcoded as EVA_Tech_BuildingCaptured in Red Alert 2.
Bugs/Side-Effects/Unexpected Limitations
Even buildings considered as vehicles will trigger this effect.
