Logic related to MaxWaypointPathLength, as a whole or in part, is obsolete in Red Alert 2 and/or Yuri's Revenge.



Specify the maximum number of steps that can be set in waypoint mode.

In Red Alert 2 and Yuri's Revenge, waypoints are for commanding each unit individually, rather than pre-setting a waypoint node network and then having units execute it, and the maximum number of steps each unit can execute is hardcoded to 16 steps.
