ModEnc is currently in Maintenance Mode: Changes could occur at any given moment, without advance warning.
Currently, I only know that the default value of this flag is 2. However, after spending a lot of time on further checks, I still cannot determine where exactly it is being used. It seems like it is simply read once without being used for anything.
