This article should be expanded to cover the other half of the threat system: pathfinding. The game divides the map to regions and builds a heatmap of all the techno objects and their threat levels in these regions. When units plot paths to targets, they try to choose the least dangerous path.
Currently the article only explains the target selection logic.
