Note: Red Alert 2 does not parse or use this flag from RULES.INI, but it is parsed from the [MultiplayerDialogSettings] section of multiplayer-mode INI files.
When set to 'yes', this flag designates the game mode as eligible for official Westwood tournament matches on Westwood Online; set to 'no' to exclude it.
