The XCC WOL IRC Server, also known as XWIS, is now a rather obsolete tool. It was originally used as an alternative to the EA-run Westwood Online, players could use this tool to connect to the XWIS server instead of the WOL server. Since EA have handed over online management rights to the XCC team however, this tool is no longer available for download, since all games now connect to the XWIS server by default.
