The Tunnels entry, along with the corresponding TrackTunnels, DirtTunnels, and DirtTrackTunnels, all do essentially the same thing and enable the special tunnel handling logic for tunnel type tile pieces. Despite there being a special entry for each tunnel set which each contain only 4 corresponding entrances, there can in fact be more than four pieces per section up to the practical limit of 99.
In other words, each of these entries could potentially have a limit of 24 full sets of tunnel entrances each.
