Determines if this country already has the 'smart' AI logic enabled for the purposes of multiplayer games. If set to 'no' this means that this country will always get some basic AI triggers enabled, even if they have not been enabled - these include things like 'if you have a refinery make sure you have at least one harvester' and 'its a good idea to defend your Construction Yard'. In Red Alert and Tiberian Sun, these triggers included the 'replace MCV if destroyed' trigger but this has been removed in Red Alert 2.
