The XCC MIX CLT is a command-line version of XCC Mixer. It can extract files from within a MIX file, but not from a MIX within a MIX. In other words, you could extract cache.mix from inside ra2.mix, but you could not extract unittem.pal from cache.mix while it is inside ra2.mix. For this, you can either extract cache.mix. then unittem.pal from that, or just use XCC Mixer.
