This is the sound effect when an air unit crashes, for example, in the original game, [ZEP]→CrashingSound=KirovDie.
Notes
A special effect is that this sound effect dissipates immediately when the unit truly impacts the ground and its entity is removed from the map. Correspondingly, for technos that use this sound effect, their Crashable should be set to yes to avoid disappearing immediately after being destroyed (without Ares, this is forced to yes for AircraftTypes).
