Based on the name and use of this flag in official maps, NextScenario would have defined the next scenario (mission map) to proceed to after the player completes the current scenario. However, the flag does nothing; instead, the game looks at mapsel.ini to figure out which scenario to proceed to. It's probable that this flag is simply a leftover from before mapsel.ini was developed.
