It determines whether it should be a resource VehicleType for AI judgment. This is added in Yuri's Revenge to help AI more effectively distinguish Yuri Slave Miner from other miner.
Meanwhile, this flag plays a certain role in Airstrike target selection.

Notes

If Slave Ore Refinery or Slave Miner does not have this flag, AI will produce a large number of miners, far exceeding the limit of AISlaveMinerNumber, it seems that AI cannot make an accurate judgment on whether there are enough miners. Meanwhile, the problem caused by Refinery's lack of it appears to be more severe than Miner.
In short, this flag is essential for determining deployable miner.
