Specifies the main weapon that this object gets when it attains 'Elite' status through the veteran system. If no weapon is specified here, the unit retains its Primary= weapon. By not specifying a Primary= weapon but giving it an ElitePrimary= weapon, you can make sure the unit only gets a weapon when it reaches 'Elite' status.
