BuildTimeMultiplier is a multiplier to the time it takes for an object to be built. In unmodified Yuri's Revenge, it is used primarily to make cheap tanks take longer to build, in order to make early tank rushes difficult or to generally balance out the game. It does, however, also work the other way around, and can speed up the build time of expensive units.
