The maximum controllable quantity corresponding to each level of MultiMindControl, which corresponds one-to-one with the values in the OverloadDamage list, is used to apply overload damage to units that exceed the normal control quantity limit.

Notes

Setting this to a value of 1 will have the effect of the unit switching targets and never overloading as shown here
