IRepairStep specifies the number of hitpoints that are recovered:
- Every IRepairRate minutes for InfantryTypes being healed by a BuildingType with Hospital=yes.
- Every TiberiumHeal1 minutes for InfantryTypes with TiberiumHeal=yes that are positioned above OverlayTypes with Tiberium=yes.
