Determines whether or not the player(s) get a radar at the start of the mission, regardless of whether or not they have a structure present with Radar=yes set (usually the Radar itself). Note that this radar will be activated when the game starts, however it is still disabled as usual by low-power situations and infiltration by any InfantryType with Agent=yes set.
