This is only for warheads with Parasite=yes, used to prevent the target unit from moving (does not affect firing) for the specified number of frames after impact. In Red Alert 2, this is used by the Giant Squid to simulate the effect of ships being entangled by tentacles and thus unable to continue sailing.
DeeZire once used this logic to create an EMP Tank in Red Alert 2.
Notes
This only affects movement; it does not prevent the unit from rotating its Turret and firing.
Since it must be used together with Parasite=yes, it can only be effective on a single target.
Bugs/Side-Effects/Unexpected Limitations
This does not apply to the situation where the unit's target is AI's InfantryTypes, and even a moving VehicleTypes must continue to move to the next cell.
