This flag specifies whether any harvesters, ore miners or weed eaters in this team should start with full storage. If set, any harvesters/miners in the team are filled with green Tiberium/ore.
Alongside that, it specifies whether or not the transport vehicle(s) (IFV, Flak Track, Battle Fortress etc.) of the team will be full (as in, already entered) by other units of the team. If set, the transport vehicle(s) in the team will be full by other units, regardless of the other units' Size and Category, making something as ridiculous as "An Apocalypse Tank inside an IFV" possible. It also ignores the SizeLimit of the transport, making "12 Apocalypse Tanks inside an IFV" also possible.
