Logic related to ChronoDelay, as a whole or in part, is obsolete in Red Alert 2 and/or Yuri's Revenge.

Westwood claimed that this was used to control the static time after units are teleported by the Chrono Sphere super weapon, however it seems to do nothing.

Notes

The super weapon of Type=Chronosphere is hard-coded to make units static for 60 frames upon activation and then move them to the destination.

References

From Phobos Build#44, the static time before and after teleportation has been made customizable. Refer to Phobos documentation.
